Behavioral Intervention Team

It is EVERYONE’S RESPONSIBILITY to report observed student behavior that gives cause for concern.

SFCC is committed to the health and safety of its faculty, staff and students and to maintaining a safe environment in which they may work and learn. Therefore, any student behavior that causes concern on campus or in the classroom should be reported to the Behavioral Intervention Team (BIT). Complete the BIT Referral Report form (linked below) and email it to BIT@sfcc.spokane.edu.

SFCC Behavioral Intervention Team (BIT)

The SFCC Behavioral Intervention Team (BIT) is a multi-disciplinary team of college administrators, faculty, counselors and campus safety personnel who serve as a behavioral assessment group when a student’s behavior has been so peculiar, problematic, distracting or disruptive that it calls for reporting. The BIT team will be responsible for implementing a proactive student behavioral intervention process that uses formalized protocols to both assess behavior that poses a potential threat to campus safety/security and coordinate resources for early intervention and support for involved students.

The BIT is the clearinghouse for tracking and responding to behavioral issues that are reported on campus. Team members will gather information about the behavior of concern from appropriate administrators, faculty, staff and students. They then will analyze and assess the situation and make caring, proactive recommendations about the best ways to help the individual or individuals through support, intervention or referral. Team members will also coordinate follow-up when appropriate.


The goals of the BIT are:
  • To be a resource to SFCC faculty, staff, students and administrators for addressing student behavioral issues
  • To intervene when necessary in order to reduce the chances of problematic behavior escalating into serious situations
  • To gather information campus-wide and provide a central location where behavioral issues and concerns can be collected and analyzed
  • To create a networking system that responds to and is supportive of behaviorally at-risk students

Process Guidelines

Each behavioral incident or concern reported to the BIT will be different; however, the process by which the reports are investigated will generally remain the same. The following is a general guide of how the BIT process will work:


A BIT Referral Report is received by BIT or one of its team members.


A BIT team meeting is called within two (2) business days. At the meeting, the team:

  • Reviews the Threat Assessment and Intervention Tools to determine a generalized risk level
  • Determines if the behavior should be handled at the BIT level or referred to a disciplinary process
  • Identifies who will contact and work with the student


An investigation is initiated by contacting the student who was reported, as well as faculty and students who filed the report on or interacted with the reported student. Other resources are consulted to determine whether there is a pattern to the reported behavior.


BIT team members process all information received through the investigation and develop their recommendations. Recommendations are discussed with the student who was reported, and the student’s follow-through on completing the BIT recommendations is tracked.

Report to Team

A report is made to BIT team members via email, unless another face-to-face meeting is needed to discuss concerns raised after meeting with the reported student.

Follow Up with Staff

The BIT team follows up with the person or persons who reported the incident to let them know action was taken.

Data Recording

Information on the incident reported is recorded for future reference and tracking.

Team members

The Behavioral Intervention Team is a multi-disciplinary group whose purpose is to support students, faculty and staff via an established protocol. The team tracks student behavioral concerns over time, detecting patterns, trends and disturbances in individual or group behavior. The team receives reports of disruptive, problematic or concerning behavior or misconduct; conducts an investigation of each report; performs a threat assessment; and then determines the best mechanisms for support, intervention, warning/notification, and response. The team then activates campus and/or community resources and coordinates follow-up. BIT is not a substitute for classroom management. You may contact them at BIT@sfcc.spokane.edu.
Team Members will include at a minimum the following employees:
  • A student services administrator
  • A Counseling department representative
  • A Disability Support Services representative
  • An instructional representative
  • A Campus Security representative
Representatives from the following agencies may also participate as resources to, or ad hoc members of, the SFCC BIT team:
  • Assigned Assistant Attorney General
  • Union representative
  • City police and/or Community Mental Health representative
  • Registration and/or Financial Aid department representative
  • Veterans Affairs/Services representative
Members will serve for a period defined by that unit’s appointing authority and a process for replacement of a team vacancy will be developed.
